Designated Public Officials

Section 6(4) ofthe Regulation of Lobbying Act 2015 requires each public body to publish a list showing the name, grade and brief details of the role and responsibilities of each Designated Public Official of the body.

For the purpose of the Regulation of Lobbying Act 2015 the CSSO officials listed below are Designated Public Officials. For further information on the Regulation of Lobbying Act, please see Lobbying.ie.

Maria Browne: Chief State Solicitor
The Chief State Solicitor is the senior civil servant and non-political head of the Office. She is the State’s principal solicitor and has a wide range of legal and managerial responsibilities as the professional and administrative head of the Office. The main legal functions are to act as solicitor to Ireland, the Attorney General and Government Departments and Offices. The Chief State Solicitor has responsibility for the overall management of the Office in a manner that ensures the effective and efficient provision of legal services. The position is equivalent to that of Secretary General and the Chief State Solicitor is the Accounting Officer for the vote of the Office.

Christine Comiskey: Assistant Chief State Solicitor
Head of State Property Division with responsibility for the provision of conveyancing, property law advices and transactional legal services.  

Bonnie Costelloe: Assistant Chief State Solicitor
Head of Administrative Law Division with responsibility for representing the State and State Authorities in circumstances where a decision is challenged by way of judicial review proceedings commenced in the High Court.

Mary Cummins: Assistant Chief State Solicitor
Head of Justice Division with responsibility for Civil Actions (for An Garda Siochána), incoming extradition/European Arrest Warrants, inquests, international criminal mutual legal assistance, ministerial prosecutions and solicitor service to the Criminal Assets Bureau.

Ciara Murphy: Assistant Chief State Solicitor
Head of Commercial and Employment Law Division with responsibility for employment, commercial and procurement legal services.

Vacant: Assistant Chief State Solicitor
Head of Constitutional and State Litigation Division with responsibility for constitutional, commercial and tortious litigation and EU law.
