Tá an Taoiseach tar éis imlíniú a dhéanamh ar thionscadal ardaidhmeannach chun aisghair a dhéanamh ar an reachtaíocht uile atá fós ar leabhar na reachtaíochta a bhí achtaithe roimh saoirse na hÉireann i 1922, le códú leabhar reachtaíochta na hÉireann mar an toradh deiridh. D'fhormheas an Rialtas i bprionsabal clár leathan de bhearta um athbhreithniú an dlí reachtúil chun é seo a bhaint amach agus feabhsuithe eile do leabhar na reachtaíochta.
Mar chuid den tionscadal sin, tá an tArd-Aighne agus an Taoiseach ag dul i mbun anailíse réim-leathan de reachtaíocht uile na bparlaimintí éagsúla de chuid na hÉireann, Sasana, na Breataine agus na Ríochta Aontaithe le húdarás acu ar Éire sular bhain Éire amach neamhspleáchas, mar aon le reachtaíocht a tugadh isteach ó 1922.
Chuige sin tá an tArd-Aighne tar éis an Tionscadal um Athbhreithniú an Dlí Reachtúil a bhunú laistigh dá Oifig féin chun anailís, agus comhairliú, a dhéanamh ar reachtanna a d'fhéadfadh a bheith iomchuí le haghaidh aisghair. Go dtí seo tá an Tionscadal tar éis thart ar 63,000 reacht a aithint a thagann laistigh dá shainchúram le haghaidh imscrúdú. Feidhmíonn an Tionscadal faoi Bhainisteoir Tionscadail in Oifig an Ard-Aighne agus áirítear Comhairleoir Tionscadail agus roinnt Taighdeoirí Dlí.
Tá idirdhealú tábhachtach idir Achtanna Ginearálta Poiblí (atá mar reachtanna le feidhmiú ginearálta) agus Achtanna Áitiúla agus Pearsanta nó Achtanna Príobháideacha le feidhmiú níos teoranta acu.
Sa chéad chéim den tionscadal seo, rinneadh athbhreithniú ar Achtanna Ginearálta Poiblí achtaithe roimh saoirse na hÉireann ar an 6ú Nollaig 1922. Mar thoradh ar an bpróiseas seo bhí foilsiú agus achtú an Achta um Athbhreithniú an Dlí Reachtúil 2007. Soláthraíonn an tAcht liosta de 1,364 reacht a bhí le fanacht i bhfeidhm i ndiaidh achtú an Bhille. Seachas an 1,364 reacht, tá na reachtanna ginearálta poiblí réamh-shaoirse eile aisghairthe anois. An éifeacht a bhí aige seo ná gur aisghair an tAcht níos mó ná 3,200 reacht, sa chaoi agus go raibh sé mar an beart is mó riamh um athbhreithniú an dlí reachtúil a bhí i bhfeidhm in Éirinn.

The Attorney General is now embarked on a second phase of review which seeks to examine certain Local and Personal Acts and Private Acts in the first instance. Subject to Government decision in due course the question of addressing the remaining such Acts and subsequently Charters and Letters Patent and Statutory Rules and Orders will fall for consideration. However in anticipation of dealing with these other measures, public submissions on all such Acts/instruments are now sought.
It is intended to publish a Statute Law Revision Bill in 2009 which will repeal any Local and Personal Acts up to and including 1850 and Private Acts up to and including 1750 that are now obsolete.
The Attorney General is also seeking public submissions at this point on any other pre-1922 Private or Local and Personal Act, any pre-1922 Charters or Letters Patent, or Statutory Rules and Orders, which may be of continuing relevance. As there is not, at present, a complete list of such material, the Attorney General wishes to give maximum time for consultation on this material. The review of such instruments would fall for consideration, subject to Government decision, following completion of work on the forthcoming Bill.
The categories of Local and Personal Acts and Private Acts which are now being assessed include 10,725 statutes, To facilitate that assessment, the Statute Law Revision Project would welcome any observations on any of these Local and Personal Acts or Private Acts. In particular, if any individual or body is in possession of the text of any Irish Private Act, the Statute Law Revision Project would be grateful to receive a copy of same. The original copies of many of these statutes are no longer available, so privately held duplicates will be an important source of information.
The following files contain lists of all Local and Personal and Private Acts which have been identified. Note however that only Acts enacted up to and including 1750 (Private Acts) and 1850 (Local and Personal Acts) will be dealt with in the forthcoming Bill. The following lists also include statues passed after those dates, for information.
The forthcoming Bill will review all Private Acts enacted up to and including 1750 and all Local and Personal Acts up to and including 1850. It will set out two lists of such Acts - those to be retained in force and those to be repealed. The lists of Acts proposed for retention or repeal are set out as follows.
Public submissions are now sought on these Acts, particularly those proposed for repeal. Any submissions should be sent to the Project (contact details below) on or before 13 February 2009.
